million solar rooftops – the next 150 million can
happen much faster.

Installation of household and rooftop solar+storage systems are already rapidly growing around the world. The challenge now is to remove the barriers that still make it too slow, too expensive or too difficult for millions of families and
small businesses to access this source of energy.

300 Million Solar Homes is a global initiative coordinated by the Global Solar Council, the Global Covenant of Mayors for Climate & Energy, Solar Citizens and Climate Parliament. By bringing governments, cities, finance, industry and civil society together, the initiative aims to remove the barriers holding deployment back and accelerate progress towards 300 million solar home systems by 2030, bringing affordable and reliable solar and storage to more homes, apartments, businesses and communities.

No single organisation can deliver 300 Million Solar Homes. It will take global effort.

Governments, cities, businesses, investors, community groups and the media all have a role to play. Together, they can make rooftop solar more affordable, more accessible and available to a million more households and businesses.

Global Rooftop Solar Declaration

The Global Rooftop Solar Declaration is a shared call for governments at every level to make rooftop solar a mainstream energy priority. It provides a practical framework for turning global ambition into policies and programmes that deliver visible benefits for households and communities.

Why it matters
Too many households and communities still face high energy bills, unreliable electricity and dependence on volatile fuel markets. Rooftop solar can lower costs, strengthen energy security, expand electricity access and create skilled local jobs.

What we are asking
The voluntary, non-binding Declaration calls on national governments, cities, local councils and regions to help enable at least 300 million households worldwide to be powered by rooftop solar by 2030.

How we will achieve it
By simplifying permits and grid connections, unlocking affordable finance, modernising grids, expanding storage, protecting consumers, reaching underserved communities and building a skilled workforce. Signatories can adapt these actions to their own markets while sharing successful policies and delivery models globally.

By endorsing the Declaration, governments can join a growing international effort to make the benefits of rooftop solar more affordable, accessible and widely shared. Together, we can turn rooftops into a major platform for clean-energy deployment and bring practical climate action into people’s everyday lives.
